Attending my first CILEX Graduation and Admissions Ceremony last Saturday was a real privilege. Hearing personal stories and witnessing the dedication and achievements of our members was truly inspiring and has only strengthened my commitment to ensuring the best possible outcomes for members as we navigate the challenges arising from the Mazur ruling.
Here is the latest update on what’s happening now:
Securing an efficient route to practice rights:Thank you to all the Fellows who completed our recent practice rights survey. Your feedback has been invaluable in strengthening our case for swift action. The data shows:
- Most members working in litigation want litigation-only practice rights: This further reinforces the case for decoupling litigation and practice rights. We continue to urge the Legal Services Board (LSB) to move quickly on this.
- The overwhelming majority of members who responded want to obtain practice rights within the next 0-3 months: This makes a clear case for urgent action by CILEx Regulation (CRL) to expediate options.
We have presented the evidence directly to CRL. They are meeting regularly with ULaw to ensure they are equipped to offer routes to standalone litigation rights on LSB approval of the application. ULaw are also looking at ways they can reduce the time it takes to complete the assessment only route and increase course availability. Members can enrol on the ULaw course here.

Working with employers to support their teams: We have engaged directly with several organisations that employ large numbers of CILEX members to understand the practice rights requirements. We have shared this intelligence with CRL to see if there is a more efficient route to gaining practice rights when there is a ‘batch’ of people in one organisation in need of them. If your organisation is not yet in contact with us, please encourage them to complete this form.
As a reminder, CILEX members on the CILEX Professional Qualification (CPQ) route, will qualify with practice rights in their chosen specialism through the CRL process, on completion of the Professional Stage. The Mazur ruling primarily impacts members qualifying through the legacy qualification route who have not obtained practice rights.
Influencing senior stakeholders: We continue to meet regularly with the Ministry of Justice and have shared the data of our member survey with them. We also maintain active dialogue with the LSB and others across the profession. We are focused on exploring, and pushing for, proactive action that can be taken to improve the situation in the short term and for the longer term exploring the scope for legislative change to clarify the position for CILEX members.
